I was able to reproduce your problem. I just created a new "default" MDI
project and compiled it. There is a border on the right and it shows a
resize cursor if I hover over it, but it won't move. I'm not sure what to
do to fix it, but I see the same thing you're seeing. Another thing I
noticed is that I can see the border flashing about the same size (black
bar) when I resize while not maximized by dragging the right side border.

I don't know if this is an MFC problem or a problem in Vista. My "guess" is
that is is MFC's fault and it's just not resizing the child window
correctly.
