Why should they? DirectX SDK is not part of the Platform SDK.
Visual C++ only comes with a (usually outdated by the time you
use it) copy of the Platform SDK.

Because DirectX is produced by a completely separate team within
Microsoft,
not by the Visual Studio team. Any team that produces an SDK does so on
its own time schedule, and does not get slipped into the Visual Studio
release.
