I don't why the first click event is not recognized. When i did R & D
by installing more than one toolbar, right click event displays popup
menu with the list of toolbars. some times selection of one toolbar

Yes, this happens sometimes. Delete ITBarLayout registry value from

HKEY_CURRENT_USER\Software\Microsoft\Internet
Explorer\Toolbar\WebBrowser

This will revert all toolbars to default configuration, so you would
have to show/hide and rearrange them to taste.

Sometimes the data there becomes corrupted, and then you see the
mismatch between toolbar names and actual toolbars, as well as toolbars
that are checked in the menu but are not actually showing.
