I am aware of the article "How to programmatically activate a band
object" (KB255920), but I suspect that there must be an easier way to
do this. Because once the deskband has been activated manually, IE
remembers it. So IE must store somewhere a list of activated band
objects.

HKEY_CURRENT_USER\Software\Microsoft\Internet
Explorer\Toolbar\WebBrowser
    ITBarLayout // IE6 and below
    ITBar7Layout // IE7

It's an undocumented binary data structure. You decide whether
reverse-engineering it is easier than following the KB article.

If this is not possible then I would like to know if there is a
standard BHO 'Band activator' application that I can use by passing my
CLSID as a parameter.

None that I know of.

With sufficient thrust, pigs fly just fine. However, this is not
necessarily a good idea. It is hard to be sure where they are going to
land, and it could be dangerous sitting under them as they fly
overhead. -- RFC 1925
