Sure, just implement func() in derived like so:
template <bool b>
class derived : private base<b>
{
public:
void func()
{
base<b>::func();
}
};
derived<false> d; // OK
With a member function replacing the using declaration, derived<false>
can now be instantiated without an error. Of course, attempting to
call derived<false>::func() would cause an error, but I gather that
such an error would be "by design".
