Actually, there isn't a request log for that server - I guess it was
felt that it wasn't needed and only took up disk space - but I can
have one created and try my test again. Thanks!

Usually when I'm trying to diagnose networking problems the first tool I reach
for is a packet sniffer, such as tcpdump for command-line and Wireshark for
GUI. Can you do that?

I know that in this case they will be of limited use because the transaction is
encrypted. But at least you should be able to establish whether server A is
attempting to connect to server B, and to view some of the initial SSL
handshake. It may be worth collecting packets on both systems because it may be
a communication (e.g. firewall) problem, with packets sent by server A not
reaching server B.
