All sorts of programs, server and client both, make "localhost connections".
Are you saying you want a program to make a remote server seem like localhost,
so that you can download stuff from remote sites? Or are you trying to set up
a server on 'localhost' that will serve up images from localhost to a client
also on localhost?

The first use is called a "proxy", and Apache Web Server (not a Java program),
among others, can do that. The second is something like a "web server", or
"application server", and again, Apache Web Server (not a Java program) is
excellent for that. Apache also makes Tomcat (a Java program), which will
also serve HTML and images and all that, as well as dynamic (changed at
request time) content via Java servlets and Java Server Pages (JSP). Google
