Well I just tried this in NetBeans. I made a new form and added two
panels to it like your mainPanel and statusPanel. Then I switched them.

What I did is grab the corner handle of the mainPanel, make it small so
there was room between the mainPanel and the menu.

Then I did the same for statusPanel, I grabbed the corner handle and
made it smaller. Then I dragged statusPanel up to where it was just
under the menu, and dragged the mainPanel back down to the bottom left
corner.

Then I adjusted the size of each so that they looked right again.

Is that what you are talking about? If not I think a screen shot would
help, I'm not sure what "netbeans normally proposes by default." By
default, NetBeans puts stuff where I tell it to, nowhere else.
