Are you clicking on the Drop Down button of the combo box in your dialog,
when you are in the dialog editor?

You have to click on the button, just like you would when the program is
running, and you will see another outline and a new set of resize anchers,
that will resize the drop down portion of the combo box.

2. Click on the combo box. You will see a border around it.
3. Drag the bottom of the border down with the mouse, approximately to
