I've never had to put together the list of files like you are, but I would
guess that this file contains locale specific information. I noticed there
are other files for other languages like:
mfc80chs.dll
mfc80cht.dll
mfc80enu.dll
mfc80esp.dll
mfc80deu.dll
mfc80fra.dll
mfc80ita.dll
mfc80jpn.dll
mfc80kor.dll
Anyway, I think you already knew that. My guess is the English version has
the text for English rather than it being built in, OR, it is included so
that English can be used on machines where the default is not English. It's
not a huge file so probably not a big deal to install regardless.

Still working on localisation, I'm trying to work out how MFC's localised
modules (MFC80FRA.DLL etc) are loaded. Stepping through the MFC980.DLL
initialisation, I get the gist of how this is done based on the locale of
the machine.
But what is the point of the (American) English module MFC80ENU.DLL ?
Doesn't one get English from MFC80.DLL itself?
