The only way you can address this is to load the version of Windows for the
appropriate language, or get an language pack (on XP I think it's only
available for Open License users, but on Vista you can download them).

I'm assuming of course you are talking about the standard dialogs. If you
are talking about dialogs built into your RC file then they should also be
translated, except perhaps strings that are "data" in combo boxes or list
boxes which is usually stored in hex in the RC file and is often overlooked
during translation.

satellite dlls in different languages
and I call the dll as follow:

HINSTANCE hInstance = LoadLibrary(_T("MyAppKorean.dll"));

AfxSetResourceHandle(hInstance)

Strings that are in string table displays properly ie in locale
language .

While strings in Dialogs appears in default language ie English .

Can any one help in this regard
