There are others here who know more about this than I do, but I think the
short answer is "not easily". Many of these dialogs are built into Windows.

I've found that on Vista I can load the language packs and when I change to
a different region it changes all of the Windows prompts as well (which I
could never get to work in XP). I've found that to be handy, although I
find it difficult to navigate Vista in an unfamiliar language (thank God for
icons).

You may want to give Vista a shot if you are using this as a testing
exercise.
