Question 1: Are there differences in the SCM from Windows 2000 to
Vista? I can not find them posted.

I don't think there are any in the SCM but I could be wrong. If your service
interacts with the desktop there might be issues. In any case, the best
group to post the question is

    microsoft.public.win32.programmer.kernel

Question 2: I can't find information on CPL applications. Are they
still compatible with Vista? Is there some arch changes in the CPL
that needs to be modified?

As with the SCM, I don't know for sure but it is hard to imagine why there'd
be a change to something so basic and so old - too much would break. In any
case the best place for this question is in the shell group

    microsoft.public.platformsdk.shell

or perhaps the UI group

    microsoft.public.win32.programmer.ui

IAC, control panel applets are doc'd here:

http://msdn.microsoft.com/library/default.asp?url=/library/en-us/shellcc/platform/shell/programmersguide/shell_adv/conpanel.asp
