Are you saying Asm's link didn't yield any picture at all or that it was
fuzzy or didn't look good? It may be that you are just reducing your
picture too much. There is only so much you can do to change the size of an
image. If you are getting the picture from a 'phone' it may look OK on the
very small bright screen of the phone, but not do well on a PC.
I've used this control to reduce the size of jpgs and it works pretty well:
