In what way are they off topic? I'd say that the performance of
different implementations of the standard library is very much
on topic, as are discussions of any non-proprietory portable
libraries.
I'd say that some of the discussions on threading have pushed
the limits, especially when people (like myself) start citing
Posix guarantees (since we can't very well site guarantees from
the C++ standard---yet). But I'm rather happy that the
moderators have been liberal in this regard.
Note that the first rule of moderation has always been: when in
doubt, except for flames, accept.
I'm not sure if the policy has changed in this regard, though.
There's no change in policy. Anything that concerns
non-platform specific C++, even remotely, is acceptable.
It's not limited strictly to the standard: Boost and ACE are
acceptable, as are things like threading, or the interface
between C++ and Corba.
