I don't think jedit *is* Java, but I could be wrong.

Did you check your firewall? When you run the programs, do they ask you
for elevated permissions? (The yellow UAC dialog that say this program
needs "..." to continue?) Did you install globally or just for yourself?

Suggestion: remove everything, (Java, NetBeans, jedit) turn off UAC
(Control Panel->Security Center-> User Account Control -> Off) and
reboot and re-install.

UAC is a dangerous PITA.
