I think programmer speed counts for much more than machine speed in many
cases, but for products that are being delivered to end users they really
care very little about the cost of development and a whole lot about how
well the software performs on their system. I also think people are getting
slower to upgrade their computers these days since the older computers (some
of mine are around 5 or 6 years old) still work fine even if they are not as
fast.

The more fanatic still think C is a barely acceptable language for
efficiency reasons, but as I said, with only one exception I've sold
them on MFC.
With modern hardware, powerful CPUs, big amount of RAM, etc. I think that
C has no big efficiency advantage over C++...
The fact that machines are faster and have greater resource quantities
doesn't mean those resources and CPU cycles should be wasted.
It's this kind of thinking that keeps machines *almost* fast enough
generation after generation.
